O R G A N I Z A T I O N

The Russian-registered company "Double Eagle Consulting Ltd" (DEC) performs safety evaluations (safety audits) of aircraft operators and their activities on behalf of Russian and international customers. DEC is accredited by International Quality Appraisal Association - SovAsk, the system of voluntary certification and holds Certificate #SSAQ 000.5.4.0031. DEC was the first company within the Russian airline industry obtained the right to conduct technical audits.

The company was created in 1997 to provide additional aviation services to a growing market in the former USSR. This market was brought about by the international demand for a variety of goods and services, especially the natural resources in Russia and the CIS. As the market grew so did the demand for concise, honest, accurate, current technical information about the Russian aviation industry.

This new market involved personnel transportation by air, in surroundings, until recently unfamiliar with western aviation standards. To ensure safe aviation transportation in this type of environment requires a complete and thorough knowledge of aircraft, aircraft maintenance and training, operational facilities and aircrew recruitment, training, and qualification. Providing this type of information requires a highly dedicated team of aviation professionals. They must be trained and educated in the Russian aviation industry and, at the same time, be familiar with western aviation standards.

The Technical Director of the company is Mr. Valery K. AKOPOV, the Airframe and Powerplant engineer with 36 years of experience in Civil Aviation. Licensed to maintenance of An-2, Il-14, An-24, Yak-40, Tu-124, Tu-134A, Tu154B,M aircraft. Worked in helicopter companies. Worked as a leading engineer in "Vnukovo airlines". Conducted safety audits of the air companies and aircraft in Russia and abroad. Was the head of Aeroflot foreign offices.

Double Eagle Consulting has provided aviation consulting and auditing services to a broad range of industries and multinational companies. The list includes international banks, oil & gas corporations, and mineral resource mining companies. To accomplish the objectives outlined by our clients, DEC utilizes its experience with and knowledge of the local air regulations, JAR, FAR and FAAR Air Directives (Federal Aviation Authority of Russia).
